Rule by Regulation

The Fascists were perhaps the first to recognize the fact that the state needn't own the means of production to control them.

This could be accomplished just as easily and with less cost through taxation and regulation.

The US has been moving in this direction for some time now.

Another way to think of it is 'Corporatism'. This is when the State and big business become bed mates.

Almost all legislation affecting major corporations, and especially regulations is written by lobbyists working for the large corporations which the laws and regulations will affect.

It may come as a surprise to some that rather than dislike regulations, huge corporations love them. They allow them to hamstring their smaller competitors and in the process stifle innovation. 

This is because small firms cannot afford to maintain the legal teams required to navigate the regulatory waters.

The customer is the victim in all of this, paying more for less.

Of course the huge corporate players make a show of disliking regulations, but this is like  Briar Rabbit pleading with Briar Fox not to throw him into the briar patch.

It is wholly disingenuous.
